Data must be “correct – sufficient – clean – live”

The Strategy for Sustainable Agriculture and Rural Development for the period of 2021 – 2030 with a vision to 2050 has been approved in 2022 with many tasks and solutions. Subsequently, “promoting digital transformation in agriculture and rural areas” is one of the core solutions to carry out the tasks within the sector.

According to Deputy Minister of Information and Communications Nguyen Huy Dung, the introduction of the database and information system to the livestock industry are the foundation for the digital transformation process in the agriculture and rural development sector.

The Deputy Minister further analyzed that the most important keywords to describe digital transformation is data. By analyzing data, management agencies can see the management objects, organizational models, optimize operations, and gradually develop artificial intelligence. Therefore, data is identified as the most important aspect of digital transformation. Data infrastructure must be developed quickly and ahead of time.

“Whether it is a national database or a specialized database, it must always follow the principle of “correct – sufficient – clean – live. Namely, the date must be correct, sufficient for our needs, without junk information and always updated. The ‘live’ principle is the most important factor of the four because without it, the remaining 3 principles will not work”, emphasized Deputy Minister of Information and Communications.

In addition, Deputy Minister Nguyen Huy Dung said that it is necessary to connect, communicate and share data to create pervasive values. In the immediate future, the Deputy Minister wishes to gradually implement open data. Open data from state agencies will create a basis for the creative community, as well as contribute to the development of the digital economy and digital data.

Livestock and cultivation are the pioneers of agricultural digital transformation

With the goal of implementing a fast, synchronous and effective agricultural digital transformation, the Ministry of Agriculture and Rural Development has developed an Agricultural Digital Transformation Project for the period of 2021-2025, with a vision to 2030 with three pillars. Digital government, digital agricultural and rural economy, and digital farmer.

State agencies are responsible for directing, orienting, managing and promoting while businesses play a key pioneer role. Each cooperative and each farmer household is a business applying digital technology.

Deputy Minister Phung Duc Tien suggested that the stakeholders continue to coordinate closely and actively to successfully deploy the livestock database as well as databases in other fields of the agriculture and rural sectors, contributing to establishing a digital government in the agricultural sector, developing agricultural digital economy, and building digital rural area and digital farmer.

According to Deputy Minister of Agriculture and Rural Development Phung Duc Tien, the digital transformation plan by the Ministry of Agriculture and Rural Development for 2022 has selected several areas to prioritize implementation. The livestock and cultivation sectors are considered to be pioneers in the digital transformation process. Building a livestock database is the first step and an urgent requirement to serve the livestock management under the Law on Livestock.

“This will be an important foundation for improving the management and administration capacity of state agencies and organizations specializing in livestock development, following the trends, signals and needs of the market. It will also help strictly control food safety in order to improve the value and competitiveness of Vietnamese livestock products”, said Deputy Minister Phung Duc Tien.

Additionally, the Deputy Minister said that the livestock database system will be a platform to connect and share information two-way between state management agencies, businesses and farmers. The system will help stakeholders to update accurately and timely information on livestock production facilities, total herds, output, products, animal feed and product consumption markets.

The livestock development strategy sets the target goal: From 2021 to 2025, the average growth rate of production value reaches from 4 to 5% per year. The output of slaughtered meat of all kinds reaches from 5.0 to 5.5 million tons, namely: pork from 63 to 65%, poultry meat from 26 to 28%, and grass-fed cattle meat from 8 to 10%. Egg production reaches from 18 to 19 billion eggs, milk reaches from 1.7 to 1.8 million tons, etc.

The digital transformation of the livestock industry will contribute to promoting industrialization, modernization, and livestock development following a comprehensive, effective, sustainable and adaptive direction in close association with the development of value chains, added value enhancement, biosecurity, epidemics and environmental control.

Furthermore, the strategy aims to help farms and breeding households to develop in a professional direction including livestock products that ensure biosecurity, disease safety, environmentally friendly, meeting the requirements of quality and food safety for domestic consumption and export. On the other hand, it will create employment as well as increase income for the people.

Digital transformation brings farmers closer to the market

With the aim of implementing the livestock database, the Department of Livestock Production (Ministry of Agriculture and Rural Development) has cooperated with VNPT Group to build and pilot a software as a tool for collecting, updating, declare and form a livestock database on animal feed as well as a database on livestock establishments.

The software has been piloted in 7 provinces and cities and 269 animal feed factories across the country; 600 accounts were created to update the database to factories, commune-level veterinary staff and large livestock farms and businesses.

The system will update accurate and timely information on livestock production facilities, total livestock herds, livestock production, animal feed and product consumption markets. For businesses, this is an opportunity to update market information and introduce products as well as connect and interact with customers. For farmers, they will have the opportunity to capture information on the output market, information on the quality of seed, animal feed, selling prices, material supply services, and disease information to make appropriate decisions. In addition, the livestock database system will also integrate e-commerce platforms such as Voso, Postmart, etc

At the recent Deployment Ceremony for the Livestock Database and Information System, Chairman of the VNPT Group, Mr. To Dung Thai (pictured) expressed his pride to accompany the Ministry of Agriculture and Rural Development and the Department of Livestock Production in the digital transformation process.

“In the future, with the smooth coordination between the direction of the Ministry and the efforts of VNPT, we hope that we can deploy databases in other fields so that the agricultural sector can develop exponentially”, shared Mr. To Dung Thai.
