Actively protect livestock animals from hunger and cold
(VAN) The Ministry of Agriculture and Rural Development has sent an urgent request to the Chairman of the People's Committees of the provinces to have plans to protect livestock animals from hunger, cold, and disease.
On February 21, the Ministry of Agriculture and Rural Development sent an urgent telegram to the People’s Committees of the Northern mountainous provinces (Ha Giang, Cao Bang, Bac Kan, Tuyen Quang, Lao Cai, Yen Bai, Thai Nguyen, Lang Son, Quang Ninh, and Northern provinces). Giang, Phu Tho, Dien Bien, Lai Chau, Son La, Hoa Binh); the North Central provinces (Thanh Hoa, Nghe An, Ha Tinh, Quang Binh, Quang Tri, Thua Thien – Hue) and the Central Highlands (Lam Dong, Gia Lai, Dak Lak, Dak Nong, Kon Tum) on protection livestock animals from hunger and cold.
According to the Ministry of Agriculture and Rural Development, protecting livestock animals from hunger and cold has been drastically implemented. It has achieved many positive results in recent years. In the 2007-2008 winter-spring crop, severe and harmful cold occurred, killing over 200,000 cattle. Up to now, the number of cattle dying of hunger and cold has decreased markedly to only a few thousand animals.
However, according to the forecast of the National Center for Hydro-Meteorological Forecasting, severe cold weather has been complicated and has the risk of adversely affecting livestock animals.
To ensure the safety of livestock, the Minister of Agriculture and Rural Development proposed the Chairman of the People’s Committees of the above provinces to direct the prevention of hunger, cold drastically, and disease for livestock animals, especially buffaloes and cows, by the following measures:
Strictly implementing Official Dispatch No.7055/BNN-CN dated October 27, 2021, of the Ministry of Agriculture and Rural Development on proactively preventing hunger and cold for livestock animals.
Directing the Department of Agriculture and Rural Development and related departments, agencies, and mass organizations to actively implement measures to prevent hunger and cold for livestock animals;
Immediately send working groups to districts and communes to inspect the implementation of measures to prevent and protect livestock animals from hunger and cold with available resources and food sources in the locality;
Regularly update weather and climate developments on the mass media so that farmers know, are not subjective or passive in preventing and protecting livestock animals from hunger and cold.
Instructing farmers to source food proactively, ensure food supply at the barn, and prevent livestock from starving or thirsty; keep cattle in stables, do not graze buffaloes and cows when the temperature drops below 12 degrees Celsius, and let the cattle rest;
Keep the floor of the barn dry, shield it from drafts, make tarpaulin cover to keep it warm, create a heat source (burning rice husks, firewood, etc.) to warm livestock; cleaning, disinfecting, disinfecting stables, well handling dead livestock, and livestock waste; regularly inspect and closely monitor livestock herds to prevent epidemics from occurring;
When detecting sick animals, timely intervention measures must be taken; well prepare human resources, materials, and vaccines for the cattle vaccination series in the winter-spring crop;
Proactively promulgating and implementing policies to support livestock households in animal feed sheltering materials against cold winds, especially for poor households and policy households.
Regularly report the situation to the Ministry of Agriculture and Rural Development (Department of Livestock Production, No. 16 Thuy Khue, Tay Ho District, Hanoi) to summarize and coordinate to direct the implementation.
